Why don't you display the promotional prices?

Many service providers offer special promotional pricing to new customers. These deals are offered for a limited time only and expire usually between 6 to 12 months. After the promotional price expires, the normal rate will go into effect, unless you call the provider and attempt to get an extension or special rentention rate, which they may or may not offer.

At Cub Connects, we attempt to provide the most accurate picture of what the true cost of a service is. Therefore, we show the normal rates that you will be paying after any promotional period expires. That way, you know what your ongoing monthly cost will be.

What are the benefits of a prepaid phone plan?

A prepaid mobile phone plan is beneficial for individuals who don’t use their cell phones consistently and do not want to commit to paying a monthly phone bill.

For a lot of the plans you are able to purchase various “refill” cards that give you more minutes to use. For these options, minutes are only deducted from your plan as you use it. These minutes don’t always expire in one month, some of them are good up to 90 days.

Other plans seem just like monthly plans. They may offer unlimited minutes, text and data for a monthly charge. The difference with these plans is you must pay before you can use the features and they do not allow you to go over your minutes which is possible with most monthly phone plans.

Why aren't business service plans included in the database?

CUB Connects is a project serving Oregon residents, therefore, we do not include business plans for any of the services or service providers.

Why are some plan prices different than the advertised price?

At Cub Connects, we try our best to display the most up-to-date information for all service plans. We also make every attempt to display the true price of services, including all charges and fees. Many service providers, when advertising a price for service, may not include all charges and fees in their ad. They may also be advertising a limited-time promotional price.

What are long distance plans?

A long distance plan is a phone plan that will allow you to call outside of your local calling area.

Cub Connects has defined long distance plans as something that you can purchase separately from your local phone plan. Many local phone plans will offer a long distance option, but many other companies offer competitive long distance rates. The former will appear when searching local plans, while the latter will appear when searching for long distance plans.

What are bundles?

Bundles are packaged deals that service providers may offer for as an incentive for purchasing more than one service from them. These bundles are often offered for less than if you were to purchase these multiple services individually. Common bundles include various combinations of TV, internet, and/or phone plans.

Why doesn't CUBConnects include Prepaid Long Distance Plans?

There are countless plans available for prepaid long distance. Some providers allow you to create your own plan based on where you live and the destinations you’d like to call. Other providers offer phone cards specifically for international calls to specific countries or regions. For these reasons we have omitted these plans from the database because we couldn’t fairly and honestly represent all of the options available.

Do the mobile plans listed include phones?

The plans that we have listed in the database for individual, family and prepaid mobile phone plans DO NOT include the purchase of the cell phone. It is important to contact the service provider directly to see about purchasing a phone with the plan.

Discounted phones are available when you sign up for most mobile phone plans. A lot of the monthly plan providers have promotions and discounts for purchasing a brand new phone when you sign up for a plan with a contract. Some of the prepaid plan options allow you to use your own cell phone but they may charge you a fee to activate your phone.

Why choose a mobile phone?

There are many reasons why people decide to get a mobile phone. For many people, having a mobile phone offers peace of mind, and in the event of an emergency, having quick access to a telephone can be crucial. For others, the mobile phone has become their primary telephone, even to the point of replacing the landline entirely. Still others use the mobile phone only occasionally, enjoying it simply for its convenience and portability, or for its low-rate or even unlimited long distance calling options.

When should I file a complaint with the PUC?

If you have contacted your service provider and are not satisfied by the information they provided, the way they handled your complaint or the issue remains unresolved than it’s recommended that you file a complaint with the Public Utility Commission (PUC).

The PUC is authorized to handle all complaints against regulated utilities. Telecom services are technically NOT regulated under the Telecom Act of 1996. But, the PUC still handles complaints dealing with customer service and therefore will get involved in personal cases regarding telecom service problems.

The Department of Justice defends the rights and argues on behalf of Oregon consumers. They deal less with personal cases and try to tackle larger scale problems and focus on trends in consumer complaints to direct their efforts. The two departments collaborate on consumer issues regarding Telecom service.

I found information on your site that differs from what a representative from a service provider has given me, what should I do?

The information we gather at Cub Connects is publicly available information from the service provider’s websites and customer service representatives. We make every attempt to keep this information up-to-date and accurate. However, there may be from time to time a price or plan change that has occurred before we’ve had a chance to update the website.

What is Digital Phone?

Digital Phone is a local and long distance telephone service available in some areas that is provided over internet cables. An internet connection is required, though a computer may or may not be necessary. While digital phone plans may be less expensive and offer better rates, they use devices that require an electrical outlet, and therefore phone service will become interrupted in the event of a blackout. If you rely on your landline telephone as your sole access to 911 and other emergency services, then digital phone may not be your preferred option. What is VoIP?

VoIP stands for “Voice over Internet Protocol”. It is a relatively new technology that allows you to place phone calls over your internet connection.

Why use the internet?

The internet and use of the world wide web have grown exponentially over the past twenty years. Today it is the number one information and research tool and is quickly encompassing all forms of media and communication. Telephones, newspapers, and even television networks and movies can now be accessed through the internet.

Why isn’t the telecommunications industry regulated?

The US Congress passed the Telecommunications Act of 1996 to open markets to competition in the industry by removing regulatory barriers to become a communications service provider. The policy was designed to encourage competition in the marketplace and was in response to the technological advances in the communications industry. The act clearly separates carriers that provide voice telephone service, cable television services and information services.

Previously, the policy framework for regulating communications was based on the Communications Act of 1934. This law applied regulations to both telecommunications and broadcasting services and led to the formation of the Federal Communications Commission that is in charge of regulating the interstate communication activities.

The FCC and state utility regulators still have some jurisdiction over telecommunications but, telecom is not considered a regulated utility like water, gas or power.
