The CUB Policy Center was founded as the CUB Educational Fund in 1986 to support public education and community outreach on issues related to the following areas: fair and affordable utility rates, universal service, service quality, development of energy efficiency and renewable energy sources, and promotion of civic telecommunications. In 2007, the CUB Board recognized that while the issue areas of utility rates, energy efficiency and renewable resources and telecommunications were still the main program emphases, the organization’s role was centered on development of long-term policy around those issues and involving CUB’s grassroots base in developing support for those long-term policy approaches. To recognize that shift, the board changed the name to the CUB Policy Center.
